HG-005 Construction Advertisement and Invitation for Bids The City of Honey Grove, TX will receive bids for Construction of Water Well No. 3 until 1:30 pm on Thursday December 17, 2009 at City Hall (633 N. 6th Street, Honey Grove, TX 75446 at which time and place the sealed bids will be publicly opened and read aloud. Bids are invited for several items and quantities of work as follows: 1. 1900 ft deep test hole 2. 1785 ft deep 10 x 6 water well with submersible pump
Bid/Contract Documents, including Drawings and Technical Specifications are on file at the City of Honey Grove, KSA Engineers, Inc., Dodge Plan Room (9155 Sterling Drive, Suite 160, Irving, TX 75063), and TXO/isqft Plan Room (14109 Inwood Road, Dallas, TX 75244). Copies of the Bid/Contract Documents may be purchased for $ 35.00 from KSA Engineers, Inc. (8875 Synergy Drive, McKinney TX 75070, 972-542-2995) for each set of documents obtained. No refunds will be made for returned plans and specifications. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Honey Grove or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Office of Rural Community Affairs and contained in the contract documents, must be paid on this project. This contract is to be funded through a loan obtained from the Texas Water Development Board (TWDB) as part of the American Recovery and Reinvestment Act (Act). There are a number of special provisions for this funding that a bidder, by submitting a bid, acknowledges that the bidder understands, including the following. 1. Projects must be under construction prior to February 17, 2010. 2. DOL Wage Rates will apply to this funding package. 3. The project will include special reporting provisions to a national database regarding the progress of construction. 4. The project includes certain Buy-American provisions included in the Act. 5. A contract is contingent upon release of funds from the TWDB. HG-005 6. Any contract or contracts awarded under this Notice to Bidders are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this Notice to Bidders or any resulting contract. 7. All qualified Applicants will receive consideration for employment without regard to race, color, religion, sex, age, handicap or national origin. Bidders on this work will be required to comply with the President’s Executive Order No. 11246, as amended by Executive Order 11375, and as supplemented in Department of Labor regulations 41 CFR Part 60. 8.
